Attorneys of this firm have represented all types of public utilities, including electric, natural gas, telecommunications, water, sewer, cable, taxi cabs, towing, waste haulers, ferry boats and toll bridges before the West Virginia Public Service Commission, West Virginia Circuit Courts, U.S. District Courts for the Southern District of West Virginia and in appeals before the Supreme Court of Appeals of West Virginia and the U.S. Supreme Court of Appeals.
Attorneys.
David Hanna specializes in the fields of public utility, telecommunications, and real estate law. Mr. Hanna’s practice focuses on representation of regulated public utility clients before the West Virginia Public Service Commission in the areas of natural gas, electric, water, sewer, cable, telecommunications and motor carriers. Mr. Hanna also serves as the Executive Director of the West Virginia Small Public Utilities Association.
In his real estate practice, Mr. Hanna represents individuals, corporations and lenders in all aspects of commercial and residential transactions including the preparation and review of title opinions, agreements and closing documents. Mr. Hanna is also an approved attorney for Chicago Title Insurance Company.
Mr. Hanna has also handled all aspects of civil litigation cases, including trial and appeals, in the areas of commercial contract disputes, real estate disputes, asbestos, toxic torts, product liability, eminent domain, deliberate intent, personal injury, public utility, and oil and gas. Mr. Hanna has represented clients before the West Virginia Public Service Commission, West Virginia Circuit Courts, the United States District Courts and Bankruptcy Courts for the Southern and Northern Districts of West Virginia, and in appeals before the Supreme Court of Appeals of West Virginia. Mr. Hanna has also represented clients in various West Virginia State administrative proceedings.
Tom Hanna has engaged in the practice of law since graduating from WVU College of Law in 1972, specializing in the fields of public utility, transportation and real estate law. He served as Staff Attorney with the Public Service Commission from 1972-1977 and has been in the private law practice in Charleston from 1977 to the present. While with the P.S.C., Mr. Hanna served as Staff Attorney and Administrative Law Judge in numerous utility and transportation cases, and represented the Commission in cases before the West Virginia Circuit Courts, U. S. District Court for the Southern District of West Virginia and in appeals before the Supreme Court of Appeals of West Virginia and the U.S. Supreme Court of Appeals.
During his time in private practice, Mr. Hanna has represented all types of public utilities before the P.S.C., including electric, natural gas, cable, telecommunications, water, sewer, taxi cabs, towing, waste haulers, ferry boats and toll bridges. He has represented small, privately-owned utilities, large publicly held companies, municipalities and public service districts in utility rate cases, affiliated transaction cases, purchase and sales of public utilities, customer complaints, rulemaking proceedings and certificates of convenience and necessity. Mr. Hanna served as the Executive Director of the West Virginia Small Public Utilities Association from 1977-2018.
In his real state practice, Mr. Hanna has represented individuals, corporations and lenders. He is a former part-owner and Vice President of Jefferson Mortgage Company.
